Digital National Tests - Market Consultation Invitation

The Swedish National Agency for Education (Skolverket) invites suppliers to participate in a market consultation regarding a future procurement of a digital platform for national high-stakes examinations in Sweden. The assignment concerns a mission-critical national test platform supporting the full exam lifecycle – including test construction, secure distribution, large-scale simultaneous execution (up to approx. 150,000 concurrent students), automated and centralised marking, results management and archiving. Both digital and paper-based exam models with centralised marking are of interest. The consultation material consists of draft working documents (agreement, SLA, requirements, implementation). This is not a procurement procedure. Skolverket welcomes structured feedback on feasibility, scalability, availability, governance models, data protection, centralised marking and implementation risks.
